My daughter is on a Pc, I am on webtv. She sent me pictures, of my
granddaughter, by attachments, and They are too big for me to see, is
there a way she can reduce the size?

Certainly - that's one of the things photo editing software can do (GIMP
is free) - though some fairly simple viewers can do it too.

Windows will do it if she right clicks on the image file and selects "Send
To" and then "Mail Recipient"

Tell your daughter to resize the picture to about 700 x 500 pixels with
her photo editing software. A photo that size will fit nicely on your
TV screen without the need for scrolling.

Help! I go to a grocery store. What do they have in their
back room? Do they have Tidy Bowl cleanser?

How would we know what she can do with her PC?
