After I transfer JPEGs from my camera to Windows, I manually remove redeye
and shrink (to 640x480, 80% quality) with IrvanView ('cuz it's fast & free)
before adding text captions with Microsoft Paint ('cuz Irfanview doesn't
have a text option) & then attaching with Mozilla Thunderbird ('cuz it's
free) to send the right-sized annotated photographs to family & friends.

Googling, I find JPEG Sizer will batch reduce the size but it has no redeye
reduction and it has no individual captioning (although it has automatic
dating) capabilities; plus, it's not really free.

I see Lview is good for labeling but it doesn't seem to do redeye reduction
and it isn't free either.

I'd guess that all the really expensive programs such as Adobe Photoshop
can do these three most basic of tasks (batch shrink, individual manual
captions, red-eye reduction) - but - since I'm an amateur who only needs
those three most basic of options, I'm looking for a small, fast, freeware
application to replace the three programs I use today.

Is there a freeware windows application that can perform the three most
