Any compact camera with VGA 30fps UNLIMITED capability?

You could look at miniDV camcorders, should be able to get one for the price
of a good digicam. They are designed to do this.

BTW What is the reason behind the limiting?

Presumably because the camera can't record it to the memory card in real
time. It has to buffer it somewhere and then that gets full.
