What on earth is a “SPY CAMERA”?

A spy camera is pretty much any camera that the 'victim' isn't meant to see
especailly when taking pictures of the victim.

Don't cops use them for covert operations ?

That depends on the situation requirements, but for most surveillance work
you will find SLR/DSLR’s and consumer level zooms. There are budgets to be
met.

For specialized low light work nightvision scopes (there are quite a few
available) with attached camera are used.
