It's not that technological development has come to a halt.

I still expect a quantum leap when they start releasing organic
sensors, with stacked light sensitive layers each capturng a
different light colour and separate electron wells for
substantially increased dynamic range (e.g. the sensor Panasonic
announced 1-2 years ago).

And in-camera image processing software also has a lot of room
for improvement.
