There is an old adage in photography that says "zoom with your feet."
This means that you should get close enough to "fill the frame" with
your subject. This will certainly give you better photographs, but
could also get you 3-5 in Texas.

Yeah. Why don't they just outlaw long lenses? That way, you would have to
get within a few feet of your subject in order to photograph him or
her......

I expect because they aren't going after photographers just for being
photographers.
