This is a very common problem, where you can also ask on r.p.d:

Lots of solutions, where if it's a JPEG, it has an "orientation tag" in the
EXIF, but when you save it without the EXIF, it will lose that tag. But
lots of image formats don't have orientation tags, and lots of JPEG images
don't have EXIF orientation tags, so you can't rely on that alone.

As I said, there are lots of solutions, but if you're on Windows, almost
everyone who knows anything uses "Irfanview" freeware to view images.

Irfanview can handle almost anything you throw at it, where re-orienting
images and viewing the EXIF tags are just some of its basic features.

Once you make Irfanview your default image viewer, it's likely you'll never
want anything else ever again, if for no other reason than sheer speed.

I know I can view the image elsewhere and rotate it how I like.
It just PMO that my phone rotates it and neither Outlook or Thunderbird
do!

those apps don't look at the orientation tag.

file a bug report and/or find another app that does.
