Like a black silhouette in an otherwise normally lit scene?

I think there's many ways of doing this.

One way would be to expose for the highlights (underexposing - for a typical
scene like this) and let the shadow detail drop away.

Another way would be to exposure normally and then post process the image in
something like photoshop by adjusting the levels to compress the shadow
detail OR by using the 'burn' tool on 'shadow' setting and removing the
detail that way...

I'm sure there are many many other ways of doing it also..

I am not at all sure this can be done in the original photograph.
Standard wet darkroom or digital enhancement could make it happen with
a skilled artist. If this were a photo, the background, and by the
background I also mean the chair are correctly exposed. Obviously the
cat is not. You can not isolate the cat by lighting everything but it.
(if you can not light the cat and light the cair, then please do tell!
So, take a normal exposure, and in the darkroom, you are going to need
to carfefully burn in the cat to make it black.. and do a similar thing
in digital by creating a layer of just the cat and then adjusting the
levels and color to send it to an almost detailess black...

The one thing I can not do in digitally or wet, is get that cat to sit
so ungainlly on that chair. I like the painting, but that cat is not
sitting on that chair in any kind of posture that would keep it there,
rather than sliding on to the floor. Oh' the pencil, ink and paper
artists often have it so much easier... No, not really it takes talent.

You are off topic for this group but I will suggest a couple of ways.
With Photoshop or similar program replace what ever the color of the cat is
with black. Or, select the cat then use curves to darken.

It can be done in Photoshop with a few mouse clicks in about 15 seconds.
