Default which cameras is almost instant on?

I'm looking for a small camera that is ready to shoot within 1/2 second of
power on. Do such things exist?

The only ones I know are the nikon D70 and the upcoming canon 20D. I'm
hoping to find something smaller...

1/2 second? WHY? I doubt you can turn the camera on and get it in a
position to shoot in less than a couple of seconds. My camera requires
about 4 seconds, and rarely has that been a problem. Those with no zoom
capability come up faster, but you probably don't want to sacrifice that
much.

Click On, press the shutter release to focus, and blast away shooting.

Thats what I do with my cam anyway to capture candid shots.

I find it often a problem for me. Four seconds under certain conditions
can be an eternity.
