I like Bowser's formulation better, since it doesn't punish verticals.
However, I'm not sure it makes much practical difference. 300K is such a low
file size limit that it can be hard to include 800 pixels in either dimension.

That's false. In the August round I had the limits a little larger (up
to 1400 x 1000) and that caused a few people including me to have
trouble getting to 300 kB w/o image artifacts in very detailed images;
but at 1024 x 800 it is a rare case where you can't get a 300 kB at
quality level 7 or better, in which case there are no perceptible image
artifacts. Some full dimension images (1024x800) were as small as 200
kB. It all depends on fine detail in the image.

Whenever I received a file that was a little over 300 (say, 330) I let
it go.

Actually, I was referring to the 1000 pixel limit. It rules out very wide
panoramas.
