In the August round I had the limits a little larger (up to 1400 x 1000) and that caused a few people including me to have trouble getting to 300 kB w/o image artifacts in very detailed images; but at 1024 x 800 it is a rare case where you can't get a 300 kB at quality level 7 or better, in which case there are no perceptible image artifacts. Some full dimension images (1024x800) were as small as 200 kB. It all depends on fine detail in the image.
