A "spy camera" would be a camera that could be secreted on person so
that no one would know the person was capable of taking photographs.
The common use would be to photograph documents, but there would be
other uses.

A camera with a long lens should more aptly be called a "surveillance
camera" because it would be used to photograph the activities of
people from a distance so the photographer would not be observed.


Pretty much my agency’s usage for surveillance, as I said in an earler post
in this sub-thread was historically SLR + consumer zoom, or single FL
telephoto, and today DSLR + consumer zoo, or single FL telephoto, pretty much
what the competent hobbyist would have used back in the day, just as it is
today. In 25 years I never saw a decent telephoto, or zoom in use. Budget for
agencies other than the FEDs, and management’s tolerance for purchase
requests, dictate the level of photo-tech, and/or desirable camera tech
available to most Local, and even State law enforcement agencies. Federal
agencies operate a little differently.
