There's only one meaning for that. After the Civil War (Which he would
either call The War Between The States, or The War of Northern
Agression), the Union Army occupied the South.

That's the historic reason why there are so many Army bases in the
South. After 120 years there are still bad feelings amongst some. Since
my family came to this country after the war, I'm not one of them...
