SOP for many hotels and some apartment building security these days.
Cameras in elevators, facing elevator doors, the lobby, and in the
corridors on each floor. The whole World is watching.

They weren't installed with Ray Rice as a particular target, but the
image hotel security were presented with got their attention.

Also, not just any hotel but a casino/hotel. Those folks are
doubly paranoid and vigilant.


And for good reason.
As an aside: Don't adjust your pants in an empty elevator.
