A "spy camera" would be a camera that could be secreted on person so
that no one would know the person was capable of taking photographs.
The common use would be to photograph documents, but there would be
other uses.

A camera with a long lens should more aptly be called a "surveillance
camera" because it would be used to photograph the activities of
people from a distance so the photographer would not be observed.
